Certificates: A Brief History

Certificates have been known to exist since the 1500s. Many civilizations have recorded specifically births and deaths as a basis for taxation in the early forms of governance even during ancient times. However, one of the earliest and closest form of a Inspection certificate is that to be certifcate of registers from Scotland’s Registration Act 1617.

Before that, in all other countries, the land belonged to the kings, monarchs, and feudal lords and everyone else was tenants under the grace of the monarch. A more formal and the basis for occupancy certificate of title was based on the Real Property Act of 1858 in South Australia by Sir Robert Richard Torrens which was named the Torrens system.

United Kingdom, on the other hand through their government agencies, started the compulsory formal system of registration of births and deaths in 1853. The United States of America did not standardize this system until 1902.

Presently, there are two types of copies of certificates for birth issued by some governments which originated from England and Wales:

  • Full Certificate – This document is named as a Certified Copy of an Entry and is a copy of the original entry in the birth register. Information included in such a certificate are complete details of the birth including occupations for both mother and father.
  • Short Certificate – Named as Certificate of Birth shows only the full name, sex, date and place of birth of a child and does not indicate any particular information regarding the parents of a child.

It was required by law, to have both certificates to prove parentage and verify the identity of a person.
