Housing Expert Panel Problem Statement and Target Population
Problem
o
The lack of available supportive housing (supportive housing = affordable
housing + support services) for individuals with serious mental illness in the
Commonwealth has resulted in adverse individual outcomes and in the
inappropriate use and overuse of existing resources including emergency rooms,
jails, and state and local (private) hospitals.
o
Supportive housing isn't integrated into the Commonwealth's mental health
system and has been traditionally viewed as an alternative service rather than a
foundational service.
Target Population
o
Individuals with serious mental illness who (i) are either homeless or are in
danger of becoming homeless or (ii) have housing barriers and are in
State Hospitals
Local Hospitals
Jails
Foster Care
the Juvenile Justice System
Assisted Living Facilities
