THE STRATEGIC CONTEXT

The Fourteenth General Programme of

Work (GPW14) represents the primary or‐

ganizational strategy for the World Health

Organization between 2025 and 2028. It

aligns global health priorities with the final

push toward the 2030 Sustainable Develop‐

ment Goals, emphasizing resilient systems

that can withstand future shocks while

closing the health equity gap.

Our vision focuses on the "Three Billion" tar‐

gets, updated for a post-pandemic era. The

Theory of Change posits that by providing

normative guidance, technical support, and

global advocacy, WHO enables Member

Three Core Strategic Pillars

The GPW14 is anchored by three mission-critical pillars. These pillars are not siloed but

function as an integrated ecosystem to strengthen the global health architecture.

1. PROMOTE HEALTH

Addressing the social, environmental, and eco‐

nomic determinants of health. This includes

aggressive action on climate-resilient health

systems, tobacco control, and promoting

healthy diets to prevent the rise of noncommu‐

nicable diseases at the source.

2. PROVIDE HEALTH

Advancing Universal Health

Coverage (UHC) by reorienting

health systems toward primary

healthcare. This pillar ensures

that every individual has access

to essential health services and

medicines without facing fin‐

ancial hardship.

3. PROTECT HEALTH

Strengthening the world’s ability to prepare for, prevent, and respond to health emer‐

gencies. Through the International Health Regulations (IHR) and the Global Health

Emergency Corps, we ensure rapid detection and collaborative response to outbreaks.

Operational Portfolio & Programmes

Translation of high-level policy into technical assistance requires a diverse operational

portfolio. WHO manages hundreds of programmes across 194 Member States to en‐

sure that global standards are implemented effectively.

PRIORITY GLOBAL INITIATIVES

Maternal & Child Health:

Integrated service

delivery to reduce preventable mortality and

ensure healthy development from birth.

fight against HIV, TB, and Malaria while ex‐

panding focus to Neglected Tropical Diseases

velopment of a resili‐

ent health workforce,

Under GPW14, digital health is no longer a separate initiative but an integrated ena‐

bler. We support countries in adopting interoperable electronic health records,

telemedicine, and AI-driven epidemiology to modernize health service delivery.
