DRIVER COMMUNITY OPERATIONS
POLICY MEMORANDUM
Platform Integrity & Driver Relations
TO:
Driver Operations, Trust & Safety Investigators, Customer Support & Legal
FROM:
David Risher, Chief Executive O

DATE:
September 18, 2026
SUBJECT:
Lyft Driver Deactivation Architecture, Appeals Fairness & Transparency Directive
1. PURPOSE & OPERATIONAL CONTEXT
Drivers choose Lyft because it offers
fl
exible earnings and a community rooted in respect and transparency. Account
deactivation is the most serious action Lyft can take regarding a driver-partner
’
s livelihood. When safety complaints or
policy violations occur, our decisions must be swift to protect rider safety, yet fair, evidence-based, and transparent to
prevent wrongful loss of platform access.
This memorandum formalizes our enhanced deactivation governance framework. It standardizes investigation
criteria, establishes dedicated human review requirements to prevent automated wrongful terminations, and
institutionalizes a transparent, multi-tiered appeals mechanism for all driver-partners across our North American
network.
2. FOUR CORE PILLARS OF DEACTIVATION GOVERNANCE
All Trust & Safety personnel and operational review agents must execute deactivation work
fl
ows according to four
immutable pillars:
Human-in-the-Loop Veri
fi
cation:
No driver account may be permanently deactivated solely by automated
classi
fi
cation algorithms or uncorroborated single-rider claims without review by a certi
fi
ed safety specialist.
Clear, Detailed Notice:
Drivers must be provided with speci
fi
c explanations for account suspension or
deactivation, including the relevant Community Guidelines section, incident date/time window, and actionable
steps to seek review.
Independent In-App Appeals Portal:
Every deactivated driver receives guaranteed access to a formalized appeals
work
fl
ow within the Lyft Driver app, allowing immediate submission of dashcam footage, telematics data, or
clarifying documentation.
Corroboration Against Bad-Faith Allegations:
Protection against fraudulent rider claims (e.g., false impairment or
fare-dodging reports) through automatic cross-referencing of vehicle telematics, route telemetry, and driver trip
history.
Fairness Standard:
Drivers depend on Lyft for income. An uncorroborated rider complaint regarding alleged
intoxication must be cross-checked immediately against vehicle accelerometer data, GPS tracking, and past trip
ratings before permanent account action is
fi
nalized.
3. TELEMATICS & VIDEO CORROBORATION PROTOCOL
In all safety-related disputes, internal investigators must prioritize objective telematics data
—
such as sharp braking,
swerving, route deviations, and veri
fi
ed vehicle stop durations
—
alongside registered in-car dashcam footage
submitted by the driver before issuing a
fi
nal determination.
