2026 GSA contract
Pegasys cloud migration

cost reduction
1. Strategic Foundation
Objective.
Maintain a secure, resilient and cost-conscious financial management foundation for the U.S. General Services
Administration (GSA) while extending the value of its migration of the mission-critical Pegasys financial management system and the
Multi-Tenant Shared Application (MSA) environment to Amazon Web Services (AWS).
Current verified position.
GSA’s FY2025 Agency Financial Report states that Pegasys, MSA, all subsystems and test regions were
fully migrated from the vendor’s cloud data center to AWS. GSA identified AWS as the most secure approved solution for long-term
stability and future growth and as the most cost-effective option.

Contract continuity.
On August 4, 2026, CGI Federal announced a $251 million GSA contract to continue hosting, operations and
maintenance support for Pegasys and MSA. This action plan therefore treats migration as the completed foundation and focuses on the
operating, modernization and optimization phase that follows it.

Important scope note.
This is a research-based synthesis, not an official CGI or GSA publication. It uses verified public facts and
converts them into an operational planning framework. AI capabilities are described as modernization opportunities or CGI platform
capabilities unless a source explicitly ties them to the GSA implementation.
2. Mission Context & Architecture
Pegasys is GSA’s core accounting system. GSA also operates shared financial applications for commissions, agencies and boards.
The modernization direction combines cloud infrastructure, platform consolidation, automation, stronger identity and access controls,
and modernization of legacy systems.

•
Operate the migrated platform with resilience.
Establish measurable service, recovery and incident objectives for Pegasys/MSA.
•
Optimize cost and performance.
Continuously right-size infrastructure, workloads and operating processes while protecting service
quality.
•
Modernize incrementally.
Use modular releases rather than a disruptive “big bang” replacement.
•
Strengthen federal security and compliance.
Maintain continuous authorization evidence, identity controls, audit trails and data
protection.

•
Expand responsible automation.
Prioritize high-volume, rules-based workflows and exception handling before higher-risk AI use
cases.

6. Responsible AI & Automation Guardrails
CGI’s current Momentum materials describe agentic AI, intelligent automation and exception-based processing as platform capabilities.
CGI’s Momentum-as-a-Service offering also describes human-in-the-loop review, model/data controls, data sovereignty and guardrails.
These capabilities should be introduced into GSA workflows through bounded use cases rather than assumed to be already deployed
throughout Pegasys.

•
Start with low-risk workflows:
classification, reconciliation support, anomaly triage, document extraction and knowledge retrieval.
•
Require human accountability:
financial approvals, material adjustments, compliance judgments and exceptions remain subject to
designated officials.
•
Measure model performance:
accuracy, false-positive/negative rates, drift, explainability and escalation rates.
•
Protect data:
use agency-approved models, controlled data boundaries, logging and retention rules.

12. Research Basis & Integrity Notes
Primary evidence.
GSA’s FY2025 Agency Financial Report documents the completed AWS migration of Pegasys and MSA and GSA’s
rationale for the AWS environment.

CGI’s current GSA page reports the six-month migration, up-to-50% performance improvement and 20% cost reduction. CGI’s August
4, 2026 release documents the $251 million contract for continuing hosting, operations and maintenance of Pegasys and MSA.

CGI’s current Momentum materials describe agentic AI, intelligent automation, exception-based processing and cloud-native federal
financial management capabilities. These are treated here as platform capabilities and planning options, not as proof that every
capability is already deployed in GSA’s production environment.

Scope correction.
The $251 million 2026 contract is described by CGI as continued hosting, operations and maintenance support. It
should not be characterized as a wholly new AWS migration contract because GSA reports that the Pegasys/MSA migration was
already completed in FY2025.
